 The partner and lawyers of International Law Offices (ILO) participated in International Black Sea Transport Forum on 21-22 of October, 2009. There was a conference within the frameworks of the forum related to the transport and logistics. Olena Losevska, partner of ILO, made a presentation entitled Investing in the Ukrainian Port Sector. It was a joint presentation of ILO and MTBS Maritime & Transport Business Solutions B.V.), the Netherlands. Besides, ILO organized the master class – workshop dedicated to the Liabilities of the Participants of Transport Process and Possibilities to Minimize the Risks, Lay Time and Demurrage Estimation.
Such workshop was introduced for the first time and it gave the possibility to see various real disputable situations during the cargo transportation. The master class was intended for the specialists in sea, railway, auto transportations, heads and professionals organizing operation of the business in transport sector, as well as specialists providing its functioning, namely, ship owners, cargo owners, carriers, forwarders, ship managers, agents, surveyors and others. The practical skills are useful for the representatives of the terminals and ports, forwarders etc.
The main goal of our participation in the conference of the Black Sea Transport Forum was achieved: there were discussed the existing problems of the forwarders and ways to minimize the risks.

Over several years the conference on transport and logistics gives a good possibility for the companies to show their potential as perspective, competitive and equal in rights participants of the international market. Every year the conference draws the attention of the constant participants, besides, it attracts the new ones.
This year, in spite of the absence of traditional exhibitions that were postponed till 2010, the conference and master class gathered a great number of the participants. The event was dynamic, useful and informational. We would like to thank the organizers of the conference, Media Compass (Advertizing and Informational Agency), for worthy work related to the organization of the conference. | 11 december 2009 The lawyers of International Law Offices, Vyacheslav Lebedev and Nadezhda Malanchiy, took part in theoretical and practical conference held on 10 December 2009 in Odessa National Maritime Academy (ONMA) named “Adaptation Problems of the National Legislation of Ukraine to International Seafarers’ Labour Standards”. There were analyzed the provisions of ILO Maritime Labour Convention dated 23 February 2006 and national legislation of Ukraine. The participants of the conference with a keen interest received reports of the lecturers and postgraduates of the Maritime Law and Management Department (ONMA). The discussions were dedicated to the rules fixed by the abovementioned Convention and their correlation with the rules stipulated by the labour laws of Ukraine.

| 11 november 2009 Partner Olena Losevska joined the team working over the TRACECA TEN-T Project in Ukraine. She was involved into the project as legal assistant. Mrs. Losevska provided the EU Commission with the issues on private investments in Ukrainian ports and PPP viability as well as the prohibitions and difficulties connected with the procedure of implementation of investment. (The details on how to invest in Ukraine ports see in publications directory on the web-site). The contributed investigation is to assist how to establish appropriate funding mechanisms.

| 20 october 2009 Hereby we inform you about a Second Circuit case decided on October 16, 2009, The Shipping Corporation of India Ltd. v. Jaldhi Overseas Pte Ltd., which severely limits the scope of the type of property that may be attached pursuant to Rule B. The Court, in sum and substance, held that “electronic fund transfers (“EFTs”) being processed by an intermediary bank are not property subject to attachment under Rule B.” Since EFTs are no longer considered property of either the originator or the beneficiary, it cannot be “defendant’s property” subject to Rule B attachment.
